I've been on both ends of the Hiring/Hiree spectrum, so I see where the original Journal poster is coming from. I don't wholly agree with that method of business, but I assume every potential client is looking to get the most work out of me for the least. I take it upon myself to ensure I get paid on my terms and paid in full. If you wanna do art professionally you gotta approach it that way. If you get low balled by a client, don't work with them again and raise your rates on the next job.
We gotta watch our backs, and each others I guess.
